WebAKA, it's important to be clear if a balancer is a belt balancer or a lane balancer -- they're different, and one does not imply the other. Though, IMHO, a well-designed balancer should be doing both :D If you see a topic about balancers you can assume they are not lane balanced unless they specifically talk about lane balancing.
